Trends in Regulatory Policy: A Future Perspective
Richard Monocchio was appointed Commissioner of the Department of Buildings by Mayor Richard M. Daley on December 5, 2008. He had been serving as Acting Commissioner since April 2008, and previously served as First Deputy of Buildings and the city’s Department of Construction and Permits.
During his tenure as First Deputy of Buildings, his focus was re-engineering the inspection process to make it more efficient and transparent, expanding the green permit program and compelling recalcitrant owners to maintain their vacant buildings or face fines and penalties. It was during this period that the department established online scheduling of appointments and paying for permits.
As Commissioner, he has already taken steps to make the department more efficient and transparent, including the creating the Annual Inspection Certification program and the central dispatch system for new construction inspections. He has also focused resources on combating vacant and abandoned properties.

Sachin Anand has designed, commissioned and managed projects from commercial, residential and healthcare to industrial and award-winning sustainable. Sachin is a LEED™ accredited professional and brings several years of experience to the team. He runs the team with uncompromising quality checks at each design phase and strives to maintain the clients goals with a creative design solution. In 2007, Christy Webber Landscape’s New Office, his design, was the only building in Illinois to receive the Federal $1.80/sf credit for achieving 50% energy reduction over ASHRAE 90.1. Several of his projects have been featured in national and local publications including the Chicago Tribune.
He is an Adjunct Professor at Illinois Institute of Technology's College of Architecture. Active in ASHRAE, Sachin frequently presents on topics of sustainability for a multitude of audiences. He has spoken on topics like ASHRAE 90.1, Energy Conservation Codes, Energy Modeling, LEED, Integrated Design, etc. He has been a reviewer for projects which apply for the Green Permit Program in the City of Chicago. He has also served as a commissioning agent on several LEED projects and performed code reviews for the City of Chicago under their Developer Services program.

For the past six years, Shaun has worked on energy efficiency, resource conservation and green building in the residential and commercial sectors. His demonstrated expertise in the area of energy efficiency and green building for the residential and commercial new construction sectors gave rise to his green building policy experience, working with both local and state government to promote sustainable energy practices, smart growth principles and green building initiatives. Shaun also has extensive experience in energy policy, program design and implementation, and has launched and managed a variety of projects in California and the Midwest. In his position as senior project manager with Resource Solutions Group, Shaun leads creative development of a wide variety of program design and implementation approaches aimed at shifting behavior towards more energy efficiency practices – for downstream, midstream and upstream stakeholders.
As the manager of RSG’s Chicago office, he is currently a member of the USGBC and AIA COTE, and served as a member of the California Public Utility Commission’s Strategic Planning Standardization Sub-Committee, PIER Single Building Green House Gas Protocol Working Group, the California Sustainability Alliance Green Buildings Committee, and the EEC Renewable Energy and Energy Efficiency Task Force Committees.

Kevin is the Certifications Programs manager, a portfolio that encompasses LEED EB O&M and C&I certifications, along with developing manufacturing and industrial certification programs. With over ten years of experience managing and implementing energy efficiency and green building projects, Kevin has a wide experience in many aspects of building and operations. Previous to his current role, Kevin also founded and directed the Delta Institute Weatherization and Energy Efficiency Program, and managed over 4 million square feet of LEED for Existing Buildings Operations and Maintenance certified projects for the Delta Institute, including Silver Certification of NBC Tower and Gold Certification of Prudential Plaza in Chicago, Illinois. Tom has been active in structural pest control for sixteen years. He conducts educational workshops for Public Health Officials and Pest Management Professionals, for children at Kohl Children’s Museum in Glenview, IL, and for all levels of technical and safety training for Anderson.
Tom holds a B.S. Degree in Entomology from the University of Illinois, Urbana-Champaign. The Entomological Society of America recognizes Tom as a Board Certified Entomologist (BCE) who has fulfilled the qualifications for Urban and Industrial Entomology. Kami Farahmandpour is the Principal of Building Technology Consultants, PC, a forensic consulting firm specializing in the evaluation and repair of building exteriors. He has managed over 400 projects, many which have involved multiple disciplines and complex building envelope issues. A 32-year veteran of the telecommunications industry, Sandra Goeken Miles currently serves as President of the Goeken Group of Companies, headquartered in Naperville, Illinois. The Goeken Group comprises two wholly-owned subsidiaries – Global MEDNET, Inc. and PolyBrite International, Inc.
Throughout her career, Sandra crossed cultural barriers to provide air-to-ground telecommunications services to foreign countries. As the past chairman and CEO of In-Flight Phone International, and President of Airfone, Inc., Sandra helped lead the way in the air-to-ground industry.
In 1992, President George H. W. Bush appointed Sandra to the Federal Communication Commission’s Small Business Advisory Committee, where she was elected Chair of the New Technology subcommittee. Her committee’s reports were instrumental in shaping the spectrum auctioning for Personal Communications Services (PCS). In 1993, she founded Women of Wireless (WOW), a non-profit association to ensure women’s representation at the auction table for spectrum.

Sue’s career has been in commercial landscape management. During those years, she experienced inadequate solutions to the increasing Canada goose problems in the Chicagoland area. Sue began researching the biology of the goose and finding successful solutions to managing their populations. She launched Wild Goose Chase, Inc. and has been successfully managing Canada Goose related issues primarily with trained Border collies since 1998.
In 2007, a hotel client for nuisance bird issues stated he had heard using canines for scent detection of bed bugs. Bed bugs are a growing issue not only for the hospitality industry but also the apartment, retail and commercial office industries. With a dog team in place it was just a matter of training for this new skill. So Sue “spread her wings” and started a new business, Canine Detection and Inspection Services, LLC in 2008. Today she has four trained PCOs and six dogs trained in the scent detection of bed bugs ready to assist in bed bug detection wherever they may be.

Additional results of her leadership at the building include a LEED EB O+M Silver Certification and a BOMA Chicago and North Central Region Outstanding Building of the Year Award.

Sophie Marie Martinez serves as the current Program Manager for the City of Chicago Department of Buildings Green Permit Program. In this position she is responsible for educating the public on the Green Permit Program, scheduling meetings for all participants, tracking permit progress of all green projects, working with plan examiners to ensure code reviews are completed in the expected time frame, reviewing all project documentation to confirm program eligibility and issuing permits by the target goal date.
She is also a LEED Accredited Professional and member of the United States Green Building Council.

Aubrey believes that to be “green” a building must be, first of all, well built. Mike has over 17 years of experience in the lighting energy efficiency field and has worked in almost every type of building from hospitals to retail to office space as well as schools and universities. He is a Design Assistance Expert with SEDAC as well as a trade ally to the Com Ed, Ameren and SEDAC energy efficiency programs.
Mike’s role as Energy Solutions Manager is to provide outreach services, technical support and implementation coordination for SEDAC customers looking to implement SEDAC recommendations. He is also involved in helping SEDAC customers access available financial resources like utility and government incentives and financing.

Michael Taylor joins KEMA as a proven sales & marketing expert. He has over 20 years of technical sales experience in the television broadcast industry selling through channel partners and directly to broadcasting clients throughout the United States & Europe. He earned a Bachelors of Science in Television Technology & Communications from Southern Illinois University with a minor in Electronics and Computers. He has conducted hundreds of technical presentations and training seminars during his career. As both a National and Regional Sales Manager he has managed personnel, budgets, and provided market trends, expectations, and analysis reports to assist in company strategic planning. Now as the Outreach Professional for KEMA Services, Inc., Michael is one of the marketing & sales team leaders responsible for the promotion and implementation of the ComEd Smart Ideas Program.
KEMA (a Dutch based Company) is a global company specializing in strategic & technical energy consulting, operational support, measurements & inspection, and testing & certification. KEMA is actively involved in helping clients address climate change issues through innovative technologies, strategies and solutions. In the Northern Illinois area, KEMA is the contract implementation company for the ComEd Smart Ideas Energy Efficiency Program. KEMA evaluates the applications, performs the onsite inspections, and administers the funds for the Smart Ideas Program.
